I am a builder in the UK and have built around 100 ICF houses over the last 10 years. I also build timber frame houses and my costs for both are about the same.

If you are building on your own land then you do not need planning permission. You will need planning permission if your house is within 150m of a designated area such as a village or town centre, or within 150m of a conservation area.

You will need to contact your local council’s building control department to find out what they require regarding foundations, drainage etc. This may be different depending on whether or not you are planning to build using ICFs or timber frame construction. If you are using timber frame construction then there is no requirement for any form of damp proofing treatment of the subfloor/slabs/walls etc., whereas with ICFs there is normally some form of internal vapour barrier (polythene sheeting) and external weatherproofing (usually polyurethane).

The cost of materials varies from region to region, but generally speaking concrete blocks are cheaper than cinder blocks due to their larger size (more blocks per m2).
